The Land Transportation Office (LTO) has issued a show cause order (SCO) against a driving school instructor after a photo showed the rider operating a motorcycle without a helmet while wearing slippers.
According to the LTO, the rider was identified through verification as an instructor at a driving school. The agency said the incident indicated possible violations of existing traffic laws and road safety regulations.
The LTO ordered both the motorcycle owner and the rider to appear before its Intelligence and Investigation Division (IID) to explain the incident and present their side.
The agency said they must show why they should not be held liable for reckless driving, violating the Mandatory Use of Motorcycle Helmets Act, and the prohibition against wearing slippers while operating a motorcycle.
In addition to the alleged traffic violations, the instructor was also directed to explain why the actions should not result in being declared an improper person to operate a motor vehicle, which could affect the status of the driver’s license.
As part of the administrative proceedings, the LTO placed the instructor’s driver’s license under a 90-day preventive suspension. The instructor was ordered to surrender the license to the Intelligence and Investigation Division while the investigation is ongoing.
The motorcycle involved has also been placed under alarm status to ensure it cannot be used during the investigation.
The LTO said the show cause order forms part of its enforcement procedures, allowing the individuals involved to respond to the allegations before any final administrative action is taken.
The agency has not yet announced the schedule of the hearing or any final ruling on the case. The investigation remains ongoing as authorities determine whether the rider committed the alleged traffic violations based on existing laws and regulations.
