Senator Imee Marcos has recommended the filing of criminal and administrative cases against several high-ranking government officials allegedly involved in the controversial plan to arrest former President Rodrigo Duterte and turn him over to the International Criminal Court (ICC).
In a press conference held Tuesday morning, April 29, Marcos named five officials who may face charges: Justice Secretary Jesus Crispin Remulla, Interior Secretary Jonvic Remulla, Philippine National Police Chief Rommel Marbil, CIDG Chief Nicholas Torre III, and Ambassador Markus Lacanilao.
Marcos detailed the potential legal consequences for each official. Justice Secretary Remulla could be charged with violating the Anti-Graft and Corrupt Practices Act (R.A. 3019). PNP Chief Marbil may face charges of arbitrary detention, violations of the same anti-graft law, as well as grave misconduct and conduct prejudicial to public service. CIDG Chief Torre could face two counts of arbitrary detention, violations of R.A. 7438 which protects the rights of detained persons, and additional administrative charges. DILG Secretary Remulla may also face charges similar to Marbil, while Ambassador Lacanilao may be liable for usurpation of official functions, false testimony, and conduct prejudicial to the service.
Marcos emphasized that the investigation by the Senate Foreign Relations Committee will continue, citing unanswered questions and the gravity of the alleged actions. She warned that if proven, these actions could be illegal and a direct assault on Philippine sovereignty.
