Malacañang has distanced itself from the controversy surrounding the alleged “blank items” in the 2025 General Appropriations Act, stating that accountability lies with Congress and the Senate.
Executive Secretary Lucas Bersamin clarified that the Executive branch has no involvement in the preparation or content of the bicameral report, where the alleged blank allocations were found. He emphasized that any lapses or errors in the budget are the sole responsibility of the legislative bodies.
The controversy escalated after Representative Isidro Ungab announced plans to challenge the legality of the budget before the Supreme Court. Bersamin assured the public that Malacañang would not block such moves, highlighting the importance of addressing the issue through proper legal channels.
The presence of blank items has raised concerns about transparency and the potential misuse of public funds. Critics are demanding accountability from Congress and the Senate, placing pressure on lawmakers to clarify the matter.
As the controversy unfolds, Bersamin reiterated that Malacañang’s role is limited to implementing what has been approved by legislators.
