Former Bulacan First District Engineer Henry Alcantara returned about P110 million in cash to the Department of Justice as part of his restitution in connection with the flood control projects scandal.
Justice Acting Secretary Fredderick Vida confirmed the turnover during a press briefing. He explained that the amount represents only a portion of the roughly P300 million total that the DOJ earlier identified in relation to Alcantara’s involvement in the case.
According to the DOJ, restitution is a requirement for individuals seeking entry into the Witness Protection Program. Vida noted that Alcantara’s compliance with this condition included the formal handover of the cash through his lawyer.
Representatives from the Bureau of Treasury and the Land Bank of the Philippines were present during the turnover. They served as witnesses and verified the cash returned to the government.
The DOJ did not release additional details about the remaining amount or the timeline for the complete restitution. It also did not provide updates on the broader investigation involving the flood control projects scandal.
The returned funds are now under government custody after being counted and acknowledged by financial authorities. The DOJ said the verification process followed standard protocol for high-value turnovers.
Alcantara has not issued a public statement. The DOJ, meanwhile, emphasized that restitution forms part of its effort to recover public funds linked to irregularities in government projects.
