Wind power firm ordered to halt operations over permit violations

The local government ordered Calavite Passage Wind Power Corporation to stop operations after allegedly conducting project activities without securing required permits.

Authorities said the company began excavation and equipment mobilization activities in Barangay Ilayang Ilasan for a proposed 120-meter meteorological mast linked to its wind power project.

Reports stated the company started ground activities despite lacking official approval and without conducting sufficient public consultations with affected residents.

Because of the alleged violations, authorities issued a Notice of Violation against the company on December 3, 2025, prompting operations to stop afterward.

According to reports, the City Planning and Development Office earlier denied the company’s permit application on October 16 before activities commenced.

Despite the denial, the company allegedly continued excavation, material hauling, and other preparatory works before obtaining the necessary permits from authorities.

The local government then enforced its stricter “No Permit, No Mobilization” policy prohibiting construction activities without complete documentary requirements and approvals.

Environmental advocate Ben Francia clarified that they support renewable energy projects but insisted developers must still follow existing laws and regulations.

Francia also urged local officials to strengthen law enforcement measures and hold the company accountable for possible environmental damage in the area.

Meanwhile, authorities scheduled a public hearing on May 13 regarding the company’s application for a Temporary Use Permit for the project.
