“Victory for the victims.”
This is how the Presidential Anti-Organized Crime Commission (PAOCC) described the guilty verdict handed to dismissed Bamban, Tarlac Mayor Alice Guo and several others in the case of qualified human trafficking.
According to PAOCC Executive Director Undersecretary Benjamin Acorda, the ruling against Guo is considered a triumph not only for the government but also for the victims of human trafficking.
He added that the decision is symbolic for all agencies that worked on the case. Their unity and cooperation, he said, proved that nothing is impossible.
Acorda also stated that Guo’s story is proof that no matter what schemes are used—no matter how powerful the mastermind or how long the deception lasts—justice will always find its way.
He emphasized that no “empire” built on fraud and exploitation can prevail when a nation stands for truth.
Acorda said that, in this case, the government has once again prevailed on behalf of every victim, every community, and every Filipino who deserves a safe country.
He also expressed gratitude to former PAOCC Executive Director Undersecretary Gilberto Cruz for his commitment to protecting Filipinos, noting that his work greatly contributed to the outcome of the case.
Guo, also known as Guo Hua Ping, and her co-accused were sentenced to reclusion perpetua for Qualified Trafficking in Persons. She also faces a ₱2 million fine, and the entire Baofu compound has been ordered forfeited.
Following the verdict, the Pasig City Regional Trial Court Branch 167 immediately ordered Guo’s transfer from the Pasig City Jail to the Correctional Institute for Women in Mandaluyong City.
