Investigators from the Independent Commission for Infrastructure (ICI) and the Department of Public Works and Highways (DPWH) were greeted by posters questioning alleged “ghost projects” tied to political figures Sandro Marcos and Martin Romualdez during an inspection in Davao City.
The team was inspecting flood control and other infrastructure projects when residents noticed posters that read, “Kanus-a mo mag inspection sa ghost project ni SANDRO MARCOS UG MARTIN ROMUALDEZ???” — translated as “When will you inspect the ghost project of Sandro Marcos and Martin Romualdez?” The message spread online and drew widespread discussion among netizens.
The inspection group included DPWH Undersecretary Arthur Bisnar and ICI Special Adviser Gen. Rodolfo Azurin Jr. Questions later arose about the presence of Baguio City Mayor Benjamin Magalong, who had already resigned from the ICI.
When asked by reporters, Magalong confirmed that he was no longer part of the commission, raising confusion about his involvement in the Davao probe.
While no final findings have been released, Bisnar earlier said the flood control project in Matina Gravahan appeared questionable, noting that it showed damage despite being only two years old.
Days before the visit, similar posters had been spotted across Davao City, calling for investigations into projects allegedly linked to Marcos and Romualdez.
