Former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo has admitted his involvement in alleged irregularities in flood control projects in Bulacan.
In his sworn affidavit, Bernardo claimed that former district engineer Henry Alcantara told him that Congressman Zaldy Co was demanding a 25% commission from projects, of which 2% would be divided among them.
Beyond Co—who has long been implicated in the Senate hearings—Bernardo named new personalities, starting with Senator Chiz Escudero. He alleged that Maynard Ngu, a close friend and campaign contributor of Escudero, once asked him for a list of projects. After these were included in the General Appropriations Act, the supposed kickbacks began.
Bernardo further claimed that former Senator Ramon “Bong” Revilla was among their dealings, saying they even delivered ₱125 million in cash to his residence in Cavite.
Also mentioned in the affidavit was former Senator Nancy Binay.
Escudero immediately denied the allegations, describing them as part of a “well-orchestrated” plan to discredit them in the Senate. Binay, meanwhile, expressed shock and sadness over being dragged into the controversy, insisting that the accusations were baseless.
Benguet Representative Eric Yap likewise lamented that his name was included in the Senate inquiry, calling it painful not only for himself but also for the people he vowed to serve with integrity. He strongly denied any involvement in corruption.
Meanwhile, Department of Education Undersecretary Trygve Olaivar also refuted the allegations against him, which were mentioned in Bernardo’s affidavit. He said he is open to any investigation and has voluntarily taken a leave of absence to ensure a fair process.
