The Toll Regulatory Board has ordered NLEX Corporation to explain the prolonged and heavy traffic caused by flooding along the North Luzon Expressway in San Simon, Pampanga.
The TRB issued a notice to explain, giving the toll operator three days to submit its explanation and proposed measures to prevent a similar situation from happening again.
The agency also directed NLEX to strengthen its early warning system by providing motorists with timely SMS alerts, variable message signs, portable VMS, and other communication platforms.
Transportation Secretary Banoy Lopez said toll operators must take a more proactive approach in identifying flood-prone areas and immediately informing motorists of possible hazards along the expressway.
Lopez also called on NLEX to issue traffic advisories and provide rerouting options at least three hours before anticipated heavy rainfall and the possible closure of affected sections.
Meanwhile, the TRB recommended that NLEX consider refunding toll fees for Class 1 vehicles that were forced to make U-turns because of the flooding.
