Davao City most traffic-congested in PH, TomTom says

Davao City recorded the highest traffic congestion level in the Philippines in 2025, according to the TomTom Traffic Index.

The annual report showed that Davao City ranked 12th worldwide and fourth in Asia, with a congestion level of 66.2%. This indicates that travel time in the city is significantly longer compared with free-flowing traffic conditions.

TomTom reported that motorists in Davao City lose more than seven days each year due to traffic congestion. On average, it takes 34 minutes to travel every 10 kilometers, nearly double the travel time when roads are not congested.

The Philippines, as a whole, posted a national congestion level of 45%, making it the most traffic-congested country in Asia in the 2025 index. This figure was higher than those recorded by India and Singapore, which both registered congestion levels of 37%.

Manila also appeared on the list, ranking 40th worldwide and 12th in Asia, with a congestion level of 57%, according to the report.

TomTom clarified that congestion levels are calculated based on the additional travel time experienced by drivers compared with free-flowing traffic, not solely on vehicle speed. The index analyzes real-world travel data to assess how traffic conditions affect daily commutes.

The TomTom Traffic Index provides annual comparisons of traffic congestion across cities and countries, focusing on delays and travel time impacts rather than infrastructure or policy measures.

The report did not include recommendations, and focused solely on presenting traffic data and congestion trends.
