The Kabankalan City government initiated a pre-emptive evacuation in five barangays on Monday, November 3, 2025, as Typhoon Tino threatens to bring heavy rains and strong winds to Negros Island.
Mayor Benjie Miranda convened the City Disaster Risk Reduction and Management Council (CDRRMC) to coordinate safety measures and ensure residents in flood-prone areas were moved to safer locations.
Following the council’s recommendation, the city directed residents in Barangays Talubangi, Binicuil, portions of Hilamonan, Barangay 9, and Barangay 6 to evacuate immediately.
Mayor Miranda urged residents to contact their barangay officials for assistance and coordination.
“Starting after lunch, we ask everyone in the identified areas to coordinate with their barangay leaders for evacuation,” he said in Hiligaynon.
As of 2 p.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) placed the entire province of Negros Occidental under Tropical Cyclone Wind Signal No. 2.
Emergency teams and response units have been deployed as the city government intensifies its preparedness efforts to prevent casualties and ensure immediate response once Typhoon Tino affects the area.
Meanwhile, other local governments across the province are coordinating with low-lying communities for early evacuation measures.*
