Authorities shut down the Hikari Japanese Learning Center in General Santos City following a nationwide simultaneous operation led by the Department of Migrant Workers (DMW).
According to DMW Region XII OIC Director Samsudin Lintongan, the closure was part of a broader crackdown, with operations also conducted in Manila, Cavite, and two branches in Davao City.
Lintongan confirmed that the learning center was allegedly recruiting students for overseas jobs in exchange for fees, a clear violation of Philippine laws. He emphasized that the center was registered as an educational institution, not as an overseas recruitment agency. Additionally, the Business Permits and Licensing Division (BPLD) of General Santos City reported that Hikari lacked a valid business permit.
“The heartbreaking part is that students who fell victim to illegal recruitment are not guaranteed the jobs promised to them abroad,” Lintongan said. He urged those planning to work overseas to be cautious and verify agencies through the Philippine Overseas Employment Administration (POEA) website to avoid scams.
