The Department of Justice said it found prima facie evidence to file criminal charges against businessman Charlie “Atong” Ang and 21 others in relation to the disappearance of several sabungeros. The resolution recommended 10 counts of kidnapping with homicide and 16 counts of kidnapping with serious illegal detention.
Included among those facing charges are members of the police force. Lt. Col. Ryan Jay Orapa and Sgt. Joey Encarnacion were identified in connection with kidnapping with homicide and serious illegal detention. For kidnapping with serious illegal detention, Sgt. Michael Claveria and other unidentified police personnel were also named.
The DOJ said some accused individuals were not charged for now, but cases may be refiled once new evidence is presented. The agency noted that charges will be brought before regional trial courts in Lipa City, Santa Cruz, and San Pablo in Laguna.
Ang’s camp disputed the findings. His lawyer called the resolution unclear and unfair, adding that a motion for reconsideration will be filed.
The case follows ongoing investigations into the missing sabungeros, a matter that has gained national attention due to the scale of disappearances and alleged involvement of personalities linked to e-sabong operations.
Authorities have yet to announce further schedules for filing or court proceedings. The DOJ said the case may still expand depending on new evidence that could surface as investigation continues.
