Alcantara Agrees to Return Alleged Ill-Gotten Wealth

Former Department of Public Works and Highways (DPWH) engineer Henry Alcantara has expressed willingness to return wealth he allegedly acquired through anomalous flood control projects in Bulacan, Justice Secretary Jesus Crispin “Boying” Remulla said Wednesday.

According to Remulla, Alcantara demonstrated a “gesture for restitution” after undergoing an evaluation for possible inclusion in the government’s Witness Protection Program. The statement came as the Department of Justice (DOJ) continues to investigate reports of kickbacks from the national budget linked to infrastructure projects in Bulacan’s First District.

Alcantara, who previously served as engineer of DPWH-Bulacan First District, was earlier implicated in schemes involving alleged irregularities in the implementation of flood control projects. His cooperation, including the return of what authorities call “ill-gotten wealth,” could strengthen the government’s case against other officials tied to the controversy.

The justice chief added that aside from Alcantara, the DOJ is also studying the possibility of including another former DPWH engineer, Brice Hernandez, as a state witness in the ongoing probe. Both names surfaced in connection with alleged kickbacks, though no formal charges have been filed as of press time.
