The Philippine National Police has reminded its personnel to exercise caution when expressing political views, including through social media posts.
The reminder came after an alleged social media post by a police corporal assigned to Region 13 concerning proposed changes to the Constitution.
The post reportedly stated: “Kung ganyan man lang kadali baguhin ang ating Constitution, I tell you sobrang kawawa natin mga Pilipino.”
PNP Public Information Office Chief Col. Allen Rae Co said authorities must first verify whether the police officer actually made the post or whether the account was used by another person.
Co said that if the corporal is confirmed to have made the post, it could constitute a violation of the PNP Code of Conduct and Ethical Standards. The matter could then be referred to the police disciplinary system for assessment, with possible sanctions depending on the investigation and applicable rules.
The PNP Code of Professional Conduct and Ethical Standards includes non-partisanship among the standards expected of police personnel.
The PNP also has specific guidelines governing the posting of content on social media. PNP Memorandum Circular No. 2024-077 cites existing laws and policies, including Republic Act 6975 and rules governing social media use by PNP personnel.
Co emphasized that police officers retain personal political beliefs and opinions but are subject to restrictions associated with their role in the police organization. He described police personnel as law enforcers rather than lawmakers and said they are expected to remain politically neutral.
The PNP said verification of the alleged post must be completed before determining whether the corporal committed a violation.
The corporal is currently undergoing schooling in Cavite, according to the PNP.
