Metropolitan Manila Development Authority (MMDA) Chairman Romando Artes confirmed that the vehicle marked as an MMDA vehicle and caught using the EDSA Busway belongs to MMDA General Manager Nicolas Torre III.
The vehicle was issued a show-cause order by the Land Transportation Office (LTO) after it was seen using the busway. Investigators later found that the plate number attached to the vehicle did not match its registration.
Artes said Torre admitted that the vehicle belongs to him but did not confirm whether Torre was inside the vehicle when it was caught on video violating traffic rules.
According to the LTO, the vehicle was surrendered after the MMDA received the show-cause order.
The vehicle is now under LTO custody as the agency continues its investigation.
An MMDA representative is scheduled to appear before the LTO to respond to a summons on Friday, Sept. 4, 2026.
The case involves the vehicle’s use of the EDSA Busway and the discrepancy between the plate number attached to the vehicle and its registration.
Authorities have not provided further details on the outcome of the investigation.
