NBI establishes specialized unit to address national security threats

The National Bureau of Investigation (NBI) has established a specialized unit aimed at addressing emerging national security threats, including hazardous materials incidents and foreign interference operations.

The unit, known as the Chemical, Biological, Radiological, Nuclear, and Explosives and Foreign Malign Influence Unit (CFMIU), was created through Administrative Order No. 09, series of 2026. It operates under the Office of the Director.

According to the NBI, the CFMIU will focus on investigating threats involving hazardous substances and explosives. The unit will also monitor and counter foreign malign influence activities, including disinformation, cyber manipulation, and covert interference that may undermine public trust and national institutions.

The CFMIU has been tasked with several key responsibilities. These include investigating illegal activities involving hazardous materials and explosives, countering foreign malign influence and disinformation operations, conducting intelligence analysis on emerging threats, supporting case build-up and prosecution, and coordinating with both local and international partners.

The unit is designed to provide a rapid and coordinated response to complex threats. It will operate under a structured system led by a Unit Chief and supported by specialized personnel trained to address national security risks.

The CFMIU will work closely with partner agencies such as the Armed Forces of the Philippines, the Philippine National Police, the Department of Health, and the Department of Information and Communications Technology. It will also coordinate with international counterparts, including INTERPOL.

NBI Director Atty. Melvin A. Matibag said the creation of the unit strengthens the Bureau’s capability to address modern and complex threats.

He said the initiative enhances the agency’s ability to detect, investigate, and respond to threats that go beyond conventional crime, while maintaining its role in protecting the public and safeguarding national institutions.
