CAMARINES NORTE- Inihayag ng Department of Social Welfare and Development (DSWD) na daan- daang mga empleado nito sa Bicol ang posibleng maapektuhan sa implementasyon ng Mandanas law dahil sa devolution of functions sa mga Local Government Unit.
Sa isinagawang Media Forum sa bayan ng Daet nitong Huwebes, Hunyo 17, sinabi ni Regional Director Leo Quintilla na batay sa kanilang inisyal na imbentaryo ay aabot sa 700 empleado ng DSWD sa rehiyon ang maaring ma “displace.”
Marami kasi sa mga programa ngayon ng ahensiya na ang magpapatupad na ay ang LGU.
“Kami na lang po yung providing policies on the different program but the implementor will now be our Local Government Unit,” ani Quintilla.
Kabilang dito ang Supplementary Feeding Program, Assistance to Persons with Disabilities, Comprehensive Program for Street Children, Recovery and Reintegration Program for Trafficked Persons, Assistance to individual in crisis situation, KALAHI- CIDSS at Sustainable Livelihood Program.
Gayunman, nilinaw ni Quintilla na hindi naman ito isahang bagsak dahil ang transition period ay nagsisimula ngayong taon hanggang sa 2024.
Ang mga madi- displace na empleado ay pwede pa rin naman aniyang ma- absorb sa ibang programa ng ahensiya tulad na lamang ng Pantawid Pamilyang Pilipino Program o 4Ps at sa iba pang Executive Branches tulad ng Department of Migrant Workers, at National Commission for Senior Citizens.
Ang core shelter program naman ng DSWD ay mapupunta sa Department of Housing and Urban and Regional Development kung saan maaaring ilipat ang maapektuhang empleado.
Prioridad rin umano ang mga ito sa hiring ng LGU dahil sa gamay na nila ang programa at alam na ang trabaho.
“In case na talagang Local Goverment na yung magha- hire ay they are first priority, these people have trained, these are the best people to implement this programs, the option number one, to be part of DSWD sa other programs, because marami pa namang programang naiwan, Second is to be hired by the LGU or to other agencies.”
