Wind project in Bago enters public scoping phase covering seven barangays

The Department of Environment and Natural Resources–Environmental Management Bureau in Negros Island Region (DENR-EMB NIR) has scheduled a public scoping on October 28 for seven barangays identified as sites of the proposed 150-megawatt (MW) wind power project of Bago-Negros Energy Corporation in Bago City, Negros Occidental.

The bureau named the target areas as Calumangan, Napoles, Taloc, Sampinit, Busay, Balingasag, and Lag-asan. The activity aims to present the project overview, gather local feedback, and define the scope and terms of reference for the preparation of the environmental impact statement.

The DENR said the public scoping forms part of the initial stage of the Environmental Impact Assessment (EIA) process, where stakeholders can raise environmental and social concerns related to the project.

Bago-Negros Energy Corp., a subsidiary of Thailand-based Sermsang Power Corporation, proposed the construction of the wind power facility, which the Department of Energy (DOE) included among its awarded renewable energy projects as of March 31, 2025.

In July, Sermsang Power executives met with Bago City Mayor Marina Javellana-Yao to discuss the investment plan.

The mayor expressed the city’s full support for the project, describing it as an opportunity to advance sustainable development in the city.

Sermsang Power chief operating officer Passakorn Panyaratanakorn cited the strong wind potential in Bago City and said the company chose the area for its first renewable energy project in the Philippines, with assets valued at USD 250 million, and an installed capacity of 150 MW.
