Three NPA members surrender to Army in Agusan del Norte

Three members of the New People’s Army voluntarily surrendered to troops of the 23rd Infantry (Masigasig) Battalion on December 24, 2025, choosing to abandon insurgency and embrace a peaceful life in Buenavista, Agusan del Norte.

The former rebels, identified as part of a remnant Communist Terrorist Group operating in the province, turned over a firearm and ammunition. They are now undergoing custodial debriefing and documentation for enrollment in the Enhanced Comprehensive Local Integration Program (E-CLIP), which assists former rebels in reintegrating into civilian life.

Lt. Col. Glennford Libre, acting commanding officer of the 23rd Infantry Battalion, said the surrenders reflect the strong influence of family ties and the spirit of Christmas. “Their decision shows that the holiday season remains a powerful motivator for reconciliation and peace,” Libre said. He assured that the Army will continue supporting their return to lawful life through E-CLIP programs and guidance.

Brig. Gen. Adolfo B. Espuelas Jr., commander of the 402nd Infantry Brigade, called on remaining insurgents to follow the example and reunite with their families. “Now is the time to choose peace and leave the conflict behind,” Espuelas said.

Maj. Gen. Michele Anayron Jr., commander of the 4th Infantry Division, reaffirmed the Army’s commitment to supporting former rebels with livelihood opportunities, social programs, and security guarantees to ensure a stable reintegration into society.

The surrender comes as part of ongoing Army efforts to promote peace in areas affected by insurgency and highlights the continued appeal of voluntary reintegration programs during the holiday season. Local authorities hope the move will encourage other insurgents to abandon armed struggle and embrace civilian life.

The surrenders mark a notable step in the Army’s campaign to reduce insurgent activity in Agusan del Norte and strengthen community trust ahead of the New Year.
