Plunder case vs Romualdez, Escudero near filing — Ombudsman

Ombudsman Jesus Crispin Remulla announced that preparations for a plunder case against former House Speaker Martin Romualdez and former Senate President Francis Escudero are nearing completion.

The planned case is related to an alleged conspiracy that resulted in questionable flood control projects and violations of budget laws in 2024 and 2025, according to the Ombudsman.

Remulla said that most of the necessary documents required to build a strong complaint have already been completed. He added that the filing of the case is expected to take place in May.

The Ombudsman emphasized that both former officials are included among those scheduled to be charged as part of a broader investigation into the alleged irregularities.

According to Remulla, the investigation covers issues linked to flood control projects that were described as anomalous, along with alleged violations involving government budget laws during the specified period.

Remulla also indicated that the scope of the investigation may extend beyond Romualdez and Escudero.

He said that based on the ongoing review of records and evidence, additional individuals may be implicated as investigators continue to organize and present the supporting documents.

The Ombudsman’s office continues to consolidate materials related to the case as part of efforts to ensure that the complaint is supported by sufficient documentation before filing.

Authorities are currently finalizing the documentation required to formally submit the plunder case, which is expected to move forward once all evidence has been organized.
