Gatchalian urges faster rooftop solar permit process

Senate President Win Gatchalian has called on the Department of Energy (DOE), local government units and electricity distribution utilities to speed up the permitting process for rooftop solar systems by reducing red tape and simplifying application requirements.

Gatchalian said rooftop solar systems can significantly help lower electricity bills for Filipino households.

However, he said many Filipinos are still unable to take advantage of the technology because of the lengthy and complicated process required to secure permits for installation.

The Senate President urged the DOE and concerned agencies to reduce the number of steps and documentary requirements for individuals and businesses planning to install rooftop solar panels.

According to Gatchalian, making the process simpler and more accessible would encourage wider adoption of renewable energy systems across the country.

He added that the Philippines could learn from Pakistan’s “consumer-driven solar boom,” where the broader use of rooftop solar expanded after barriers to installation were reduced.

Gatchalian said unnecessary regulatory obstacles should be removed to make rooftop solar systems more accessible and affordable not only for households but also for businesses and public institutions.

He emphasized that easing permit requirements could help more consumers benefit from lower electricity costs while supporting the country’s transition to renewable energy.

The Senate President’s appeal comes as discussions continue on measures to expand the use of clean energy technologies and improve access to alternative power sources in the Philippines.

No additional policy changes or timelines were announced by the Department of Energy in relation to Gatchalian’s proposal.
