Ex-DPWH chief Bonoan may become state witness in flood control scandal

Former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan will be made a state witness in cases linked to the alleged flood control scandal, Ombudsman Boying Remulla announced.

Remulla said the Office of the Ombudsman has already filed a motion to discharge the cases against Bonoan to allow him to testify.

According to the Ombudsman, Bonoan’s cooperation and knowledge are considered essential in identifying and prosecuting those allegedly involved in corruption related to the flood control projects.

Bonoan is currently facing a non-bailable plunder case.

He has surrendered to authorities but was allowed to remain under hospital arrest because of multiple medical conditions.

Remulla said Bonoan’s testimony is expected to help strengthen the government’s case by providing information on individuals allegedly involved in the reported anomalies.

The Ombudsman also disclosed that another senator and eight individuals described as “Cong-tractors” have cases that are already considered ripe for further legal action.

According to Remulla, those cases have reached the preliminary investigation stage. However, he declined to identify the individuals involved, saying only that the proceedings are ongoing.

The Ombudsman did not provide additional details regarding the allegations against the unnamed senator and the eight individuals.

The announcement comes as the Office of the Ombudsman continues its investigation into the alleged irregularities involving flood control projects.
