Former Department of Budget and Management (DBM) Secretary Amenah Pangandaman is facing complaints for technical malversation, graft, and other administrative offenses in connection with the alleged illegal transfer of P60 billion in excess PhilHealth funds and P107 billion from the Philippine Deposit Insurance Corporation (PDIC) to the National Treasury.
The complaints were included in a supplemental filing submitted by Dr. Tony Leachon, who named Pangandaman among the respondents in the case. According to the complaint, the approvals, fund releases, and implementation of the transfers took place while Pangandaman was serving as DBM secretary.
Leachon argued that Pangandaman should be included in the case because of her role in the processes related to the transfer of the funds. The complaint covers the movement of billions of pesos from PhilHealth and PDIC to the National Treasury, a transaction that has been the subject of legal and public scrutiny.
The filing follows a decision by the Supreme Court in December 2025 declaring the fund transfer invalid. The high court ruled that the transfer involved grave abuse of discretion and ordered that the funds be returned through the 2026 General Appropriations Act.
Prior to the supplemental complaint against Pangandaman, Leachon had already filed plunder and technical malversation complaints against Executive Secretary Ralph Recto, former Budget Secretary Rolando Toledo, Health Secretary Ted Herbosa, and several officials of PhilHealth and PDIC over the same issue.
The latest complaint expands the list of respondents linked to the disputed transfer of government funds. As of now, the case remains subject to the appropriate legal and administrative proceedings.
