The Department of Public Works and Highways (DPWH) has formally introduced the officials who will replace former district personnel Henry Alcantara and Brice Hernandez in the 1st District of Bulacan.
The two former DPWH officials are facing corruption charges in connection with a multibillion-peso flood control scam.
The new appointees—Officer-in-Charge Kenneth Fernando and Assistant District Engineer Paul Lumabas—were presented to the public ahead of an inspection in Malolos, Bulacan.
DPWH Secretary Vince Dizon advised Fernando and Lumabas not to follow the path of their predecessors.
He warned that if they imitate Alcantara and Hernandez, they could suffer the same fate, including the consequences faced by their families.
Dizon described his meeting with the new district appointees as “symbolic,” as it took place at the so-called “infamous” conference table that previously appeared in a photo showing cash allegedly received as kickbacks.
According to the secretary, what they intend to place on that table now are not money, but solutions—something he said Bulacan urgently needs.
He emphasized that while accountability is essential, concrete solutions are also necessary, as people continue to suffer from flooding.
Meanwhile, Dizon also inspected an unfinished flood control project in Barangay Bulasan, Calumpit, Bulacan.
He said the project had already been paid for and was marked as completed on paper, but no actual structure was built at the site.
