Creative sector in NIR gets lift with TESDA–ANP agreement

The Technical Education and Skills Development Authority (TESDA) Negros Island Region (NIR) and the Association of Negros Producers Inc. (ANP) sealed a pioneering Memorandum of Agreement (MOA) on August 12, 2025, establishing the region’s first-ever industry-led Technical Vocational Education and Training (TVET) board for the creative sector.

In accordance with Section 26 of Republic Act No. 7796 (the TESDA Act of 1994) and Section 7, Rule VI of its Implementing Rules and Regulations (IRR), the agreement fosters direct participation of employers and workers in designing and implementing skills development programs.

The ANP will act as the partner organization, aligning Creative Sector TVET requirements with regional and provincial associations, while addressing the locality’s evolving skills needs.

During the signing, Regional Director Nina Connie G. Dodd underscored the significance of the collaboration.

“This is a momentous occasion for TESDA NIR as we recognize the Association of Negros Producers, Inc. as the first-ever industry association TVET Board among the 10 priority sectors in Negros Island. ANP now officially becomes our pilot industry partner in the region,” she said.

Meanwhile, ANP Chairwoman Arlene A. Infante expressed her gratitude and commitment. “We are incredibly thankful to TESDA for this recognition. We commit to this endeavor and will work hand-in-hand to make this a successful pilot in the region,” she said.

“Beyond the garments sector, we have five more sectors that need this kind of collaboration and partnership,” she added.

The TESDA NIR–ANP partnership is eyed to be a key driver in strengthening Negros Island’s creative sector, ensuring training and skills development meet local industry demands.
