The Office of the Vice President is proposing a ₱785.204-million budget for 2027 under the National Expenditure Program, according to a Sept. 2 media release.
The proposed budget is 11.7% lower than the ₱889.236-million appropriated budget of the OVP for fiscal year 2026.
The Department of Budget and Management endorsed the recommended 2027 budget, which will cover personnel requirements, regular operations and the implementation of the OVP’s priority programs.
The proposed allocation includes ₱220.232 million for Personnel Services, ₱561.651 million for Maintenance and Other Operating Expenses, and ₱3.321 million for Capital Outlay.
A separate ₱15.544 million is automatically appropriated for the Retirement and Life Insurance Premium of OVP plantilla personnel.
The OVP said its budget utilization rate has averaged more than 90% in recent years. As of June 30, its 2026 budget had an obligation rate of 43.07%, above the 41% target.
A significant portion of the proposed MOOE budget will fund assistance and service-oriented programs.
Of the ₱561.651 million MOOE allocation, ₱193.103 million is earmarked for the procurement of goods and livelihood assistance grants under the MagNegosyo Ta ’Day program, along with other initiatives.
Programs identified for funding include the Pagbabago Campaign, Disaster Operations, R.I.I.C.E. Food Bags, Libreng Sakay, KALUSUGAN Food Truck and Disaster Operations, Wheelchair Distribution, Al-Janazah Kits and Other Supplies, and the You Can Be VP Program.
The OVP said the proposed budget will allow it to continue its programs and services while meeting operational requirements despite the reduction from 2026.
