The Land Transportation Office (LTO) has issued a Show Cause Order (SCO) against the registered owner and the identified rider of a motorcycle involved in an alleged hit-and-run incident that injured a student in Sampaloc, Manila.
The order was issued upon the directive of LTO Chief Assistant Secretary Markus V. Lacanilao following the incident on Legarda Street.
According to the LTO’s initial investigation, the motorcycle struck a student who was crossing a pedestrian lane at the intersection of Legarda and Jhocson streets.
Authorities alleged that the rider fled the scene without providing assistance to the victim after the collision.
The LTO also said its investigation found that the identified rider was operating the motorcycle without a valid driver’s license.
The registered owner and the identified rider were directed to appear before the LTO’s Intelligence and Investigation Division and submit sworn statements explaining why they should not be held liable for alleged violations, including reckless driving, duty of a driver in case of an accident, duty to procure a driver’s license, and allowing an improper person to operate a motor vehicle.
The agency said additional violations may be determined as the investigation continues.
Meanwhile, the motorcycle involved in the incident has been placed under alarm status pending the outcome of the investigation.
In a statement, Lacanilao said leaving the scene of an accident without providing the necessary assistance to a victim demonstrates irresponsibility and would not be tolerated.
The LTO reiterated that motorists have a responsibility to protect the lives and safety of other road users and said it would pursue appropriate action against those found to have violated existing traffic laws.
