Taguig police officer faces administrative complaint over alleged child harassment

National Police Commission (NAPOLCOM) Commissioner Rafael Vicente Calinisan stressed that it is not a police officer’s job to prey on or harass children.

The statement came following reports that Police Corporal Michael Jo Aure Nogales, who is assigned to Sub-Station 4 of the Taguig City Police Station, allegedly harassed an eight-year old girl.

In a statement, NAPOLCOM said it has formally received an administrative complaint against Nogales for Grave Misconduct and Conduct Unbecoming of a Police Officer.

During a press briefing, authorities said the incident occurred on June 21, 2026, when Nogales allegedly approached the girl and whispered, asking if he could kiss her on the cheek.

According to the child’s mother, the police officer also repeatedly touched her daughter’s face, making the child feel uncomfortable.

Calinisan said the case underscores the need not only to hold abusive police officers accountable but also to strengthen the recruitment process to prevent unfit individuals from entering the police service.

He also called on criminology schools, educators, the Professional Regulation Commission (PRC), and local communities to help ensure stricter recruitment standards.

According to Calinisan, only applicants who are physically, mentally, emotionally, and morally fit should be allowed to join the police force.

He also urged the public not to hesitate in reporting any abuse committed by police officers to the commission.
