The Civil Service Commission (CSC) has released new Omnibus Rules on the filing of the Statement of Assets, Liabilities, and Net Worth (SALN), consolidating and replacing all previous guidelines since 2013.
The updated rules aim to make the SALN process simpler and more standardized across all government agencies — covering filing, review, and access procedures.
The new Omnibus Rules also streamline requirements for employees upon assumption of office, and provide clearer instructions for new hires, retirees, and those who resign.
Among the key revisions is the removal of the spouse’s signature requirement on the SALN form.
According to the CSC, the updated rules seek to ensure greater consistency, efficiency, and transparency in the SALN system, reinforcing integrity within public service.
The new guidelines will take effect in 2026.
