President Ferdinand Marcos Jr. said eight Department of Public Works and Highways personnel from Davao Occidental intend to surrender in relation to the alleged ghost flood control project in Jose Abad Santos. He made the announcement through a video message, noting that the individuals had written a letter expressing their willingness to face investigation.
Marcos did not release their names or specify their roles. He stated only that the group planned to surrender to the National Bureau of Investigation due to cases filed against them.
The Office of the Ombudsman earlier announced plans to file malversation and graft charges against contractors Cezarah Discaya and Maria Roma Angeline Rimando of St. Timothy Construction. The complaint stems from the reported P96.5 million flood control project at Culaman Bridge that investigators said was not implemented.
DPWH Secretary Vince Dizon led an inspection of the site in September 2025. The team reported that no flood control structure was present during the visit.
In a separate development, DPWH-Davao Occidental District Engineer Rodrigo Larete previously told Dizon that the project had already been fully paid to St. Timothy Construction after it won the bidding.
The case continues to draw attention due to the large public funds involved, as authorities pursue accountability and await the formal surrender of the DPWH personnel.
