156 children rescued from Pampanga care facility over abuse, safety hazards

The Department of Social Welfare and Development (DSWD) rescued 156 children from the New Life Baptist Church of Mexico, Pampanga Inc. (NLBCMPI) after reports of physical, verbal, and psychological abuse surfaced.

The operation, led by DSWD Field Office 3 – Central Luzon with the Women and Children’s Protection Desk of the Pampanga Police Provincial Office, came after multiple complaints from the children. DSWD Secretary Rex Gatchalian issued a cease-and-desist order against the facility.

Investigators found overcrowded sleeping quarters, dirty bathrooms, barbed wire on gates, and multiple fire hazards. The probe also revealed alleged fund mismanagement, poor case handling, and the absence of registration, licensing, and accreditation from the DSWD.

Pastor Jeremy Ferguson, NLBCMPI director, was identified in connection with the abuse allegations. Authorities have yet to announce possible charges.

The rescued minors are now at the Reception and Study Center for Children (RSCC) of DSWD Field Office 3. They are receiving psychosocial services, health care, and other support to address trauma and safeguard their well-being. Social workers are conducting individual assessments to determine further interventions.

Gatchalian personally visited the children, assuring them of continued support and protection. He emphasized that the DSWD will monitor the case closely and coordinate with law enforcement to hold accountable those responsible for the reported violations.
