Former Commission on Elections (Comelec) Commissioner Rowena Guanzon revealed that the camp of the Chinese man—along with his wife—attempted to settle the issue when she filed complaints of unjust vexation and oral defamation before the Makati Police.
The incident involved a confrontation between Guanzon and a Chinese national at a mall in Makati, after the foreigner allegedly tried to force her to leave because she was coughing.
In an interview, Guanzon said the Filipino wife of the Chinese national was the one who sought to settle and apologized—but not the husband.
Guanzon said she gave the foreigner a condition: if he did not personally apologize, she would push through with his detention.
She also disclosed that when authorities began reading the Miranda Rights, the couple allegedly fled with their lawyer.
The video of the incident has since gone viral, and Guanzon has warned critics that using or sharing the footage could constitute a violation of privacy.
