Vice President Sara Duterte has formally announced her plan to run for president in the 2028 national elections, drawing early reactions from officials in Malacañang.
Duterte’s statement marks one of the earliest public declarations of intent from a national political figure ahead of the next presidential race, which is still several years away.
Palace press officer says Duterte’s announcement could act as a political shield, highlights past flood projects and public grievances.
During a press briefing on February 18, 2026, Claire Castro, Undersecretary and Palace Press Officer of the Presidential Communications Office, responded to questions from the Malacañang Press Corps regarding Duterte’s political plan.

When asked to comment on the Vice President’s intention to seek the presidency, Castro gave a brief response: “Good luck.”
Castro suggested Duterte’s announcement could serve as a political shield, cautioning it should not interfere with pending impeachment complaints or ongoing investigations against her.
She highlighted Duterte’s apology to the public, noting citizens are reportedly “struggling” under the current administration and demanding greater attention to governance issues nationwide.
The press officer cited 13,917 flood control projects during former President Rodrigo Duterte’s term, emphasizing that their benefits were not strongly felt in communities across the country.
Castro also recounted past disasters that caused severe flooding, including typhoons Nina, Urduja, Ompong, Tisoy, Ambo, Rolly, and even the 2021 Davao City flood without an active typhoon.
Political analysts said Duterte’s announcement and the Palace’s measured reaction could indicate early positioning among national leaders ahead of the 2028 presidential race.
Political observers note that while the official campaign season remains distant, early statements from potential candidates often signal the beginning of broader political positioning among parties and alliances.
Duterte, currently serving as Vice President, has yet to present a detailed platform or policy agenda related to her possible presidential bid. Analysts expect more political developments to unfold as the 2028 elections approach.
