The Public Safety and Security Office (PSSO) found that the Benigno S. Aquino Jr. Hall of Justice in Davao City still lacks adequate security systems, even though it is considered a “soft target” for threats.
Retired Police Col. Angel Sumagaysay, head of the PSSO, said a simulation exercise on Saturday revealed insufficient communication equipment that could delay alerts during emergencies such as hostage-taking, active shooting, or bomb threats.
He added that coordination between the Hall of Justice, which houses the Regional Trial Court and other judicial offices, and the city’s security cluster remains limited.
Sumagaysay stressed the need for a proper security design and reliable communication system to ensure quick response in case of danger.
He also recommended a full Security Survey Inspection to confirm compliance with city safety regulations, including the CCTV ordinance.
A second simulation drill is planned for the Hall of Justice, though no date has been set. The PSSO also intends to extend similar exercises to other facilities within Davao City’s maximum security zone—an initiative being implemented for the first time.
