No politics allowed: DepEd cracks down on electioneering during graduation and moving-up rites for 2024-2025

The Department of Education (DepEd) has issued a firm reminder to schools, prohibiting any form of electioneering or partisan political activities during graduation and moving-up ceremonies for School Year 2024-2025.

Education Secretary Sonny Angara released Department Memorandum No. 27 s. 2025, emphasizing that all DepEd officials, teachers, and non-teaching personnel must adhere to this policy. The directive aligns with existing regulations, including Department Order (DO) 48 s. 2018, which bans electioneering, and DO 47 s. 2022, which promotes professionalism in education.

Graduation and moving-up rites for Kindergarten, Grade 6, Grade 10, Grade 12, and Alternative Learning System (ALS) learners are scheduled for April 14-15. DepEd has directed schools to ensure that the ceremonies remain simple and meaningful, discouraging extravagant spending, lavish attire, or the use of costly venues.

To prevent financial burdens on students and parents, DepEd has strictly prohibited any form of contribution or collection of fees for the ceremonies. All necessary expenses must be covered by the school’s maintenance and other operating expenses (MOOE) fund.

In light of the extreme heat expected in April, the agency has also advised schools to hold ceremonies in well-ventilated indoor venues or covered courts. Schools should avoid scheduling the events during the hottest hours of the day to ensure the safety of attendees.

DepEd’s reiteration of these guidelines aims to maintain the integrity of the education system, ensuring that school events remain focused on academic achievement rather than political agendas.

In his end-of-school-year address, Angara extended his congratulations to all graduates and completers of the school year. He emphasized that they represent the hope and resilience of the country, urging them to carry the values of perseverance, resourcefulness, and compassion into the next phase of their lives.
