Rey Jay Mosquera turned hardship into purpose. From herding carabaos barefoot in the fields of Moises Padilla town, Negros Occidental, to standing among the province’s most celebrated youth leaders, he transformed poverty into power—not for himself alone, but for communities in need of hope.
Raised in Barangay Magallon Cadre, by a housewife and a father who labored the land, Rey Jay grew up in a household where food and schooling were daily uncertainties.
But even as a child, he understood that his reality didn’t have to define his future. With quiet determination, he balanced schoolwork and odd jobs, often studying by candlelight after long days of work.
He rose through the academic ranks with distinction—graduating Salutatorian in elementary, finishing junior and senior high school With High Honors and With Highest Honors, respectively, and later earning a degree in Accountancy as Magna Cum Laude from Binalbagan Catholic College, Inc.
In June 2025, Rey Jay’s perseverance was honored on a larger stage. Out of 21 candidates, he was named a Finalist in the province-wide The Outstanding Students (THOS) Awards by Junior Chamber International–Bacolod.
His leadership earned him not only that title but also the Youth Leadership Excellence Award and the Community Service Award—recognition for work that has touched hundreds across Negros Occidental.
Leadership that serves
What sets Rey Jay apart is not just academic brilliance—but his commitment to using it for good.
During the height of the COVID-19 crisis in 2021, he joined the Hope Builders Organization Negros Island (HBONI), serving as Area Coordinator for Moises Padilla. Today, he continues his service as the organization’s Accounting Officer.
But his vision didn’t stop there. He founded the Golden Hearts Movement, which promotes grassroots environmental action and humanitarian outreach. One of its longest-running efforts, Yuhom sang Paskwa, has brought joy and gifts to children and families for over five years.
In his THOS application, Rey Jay introduced the AIM Agenda—Advocacies for Humanity, Initiatives for the Environment, and Mobilization and Partnership. These pillars guided projects like:
- Bulig Kasimanwa Project, which delivered relief during the pandemic;
- Project YES (Youth Empowerment in School), aimed at developing student leaders;
- Kids Library on Wheels, a mobile literacy campaign for children in remote areas.
He also pioneered environmental programs including Project CAUSE, ECO Initiatives, and Kabataan para sa Kalikasan, mobilizing youth in tree planting, climate awareness, and ecological conservation.
Beyond programs, he led Student Council Conferences, Community Leadership Trainings, and Strategic Planning Workshops—nurturing a new generation of civic-minded young leaders.

Rey Jay’s leadership is not driven by prestige—but by purpose. Every project he initiates is rooted in a simple truth: real change begins with individuals who care enough to act.
His story proves that success isn’t born from comfort—it’s built through sacrifice, service, and a vision greater than oneself.
