LTFRB bans franchise renewal for defective Public Utility Vehicles

The Land Transportation Franchising and Regulatory Board will implement a new policy banning the renewal of franchises for defective public utility vehicles nationwide, officials said.

LTFRB Chairperson Atty. Vigor D. Mendoza II said the reform will prevent unsafe or damaged public transport units from continuing operations.

Mendoza said the agency will begin the policy through stricter inspection and monitoring of all public utility vehicles, including jeepneys, taxis, and passenger buses.

He emphasized that franchises will no longer be renewed for vehicles that are considered defective or dangerous.

The LTFRB said the reform is intended to ensure that only roadworthy and safe vehicles remain in service, addressing concerns over passenger safety and transport reliability.

Under the new approach, the agency will focus on enforcing compliance through regular checks and closer monitoring of PUV conditions.

Mendoza said the measure aims to stop the continued operation of vehicles that may pose risks to commuters due to mechanical issues or poor condition.

The LTFRB did not provide additional details on the specific inspection schedule or how quickly the policy will be rolled out, but officials said the stricter enforcement will cover PUVs nationwide.

The agency reiterated that the reform is designed to improve safety and comfort for passengers who rely daily on public transportation.

Officials stressed that public utility vehicles play a critical role in mobility across the country, and ensuring their safety remains a priority.

The LTFRB said it will continue coordinating with relevant transport groups and stakeholders as it implements the new policy.

Mendoza added that the board’s goal is to strengthen public confidence in the safety of public transport by removing defective and hazardous vehicles from service through franchise renewal restrictions.
