Aprubado na ng House Committee on Youth and Sports ang substitute bill pero subject sa amendment at style, na mag-iinstitutionalize sa comprehensive policy laban sa teenage pregnancy at gawing accessible ang family planning methods para sa mga sexually active minors.
Ang naturang substitute bill ang magko-consolidate sa House Bills (HBs) 79 ni Albay 1st District Rep. Edcel Lagman, 6964 ni Kabataan Party-list Rep. Raoul Manuel, 2524 ni Calamba City lone District Rep. Charisse Anne Hernandez, 3211 ni Samar 1st District Rep. Stephen Tan, 5559 ni Quezon City 5th District Rep. Patrick Michael “PM” Vargas, at 6901 ni La Union 1st District Rep. Francisco Paolo Ortega.
Ang HB 6964 ay naglalayung makapagtatag ng Council on Adolescent Health, Welfare, and Development, gawing priority project ang pregnancy prevention ng Sangguniang Kabataan (SK), bumuo ng Adolescent Reproductive Health Curriculum, gawing accessiblle ang reproductive health services, hikayatin ang “male involvement” sa pamamagitan ng counseling at iba pang mga programa, at bumuo ng protection mechanisms laban sa sexual violence sa mga adolescents.
Ang naturang panukala ay sa gitna ng pag-aaral noong 2019 ng Commission on Population and Development (PopCom) na tumutukoy sa teenage pregnancy bilang “national social emergency” dahil sa bumababang average ng mga edad ng adolescents na nakakaranas maagang pagbubuntis at pagtaas sa bilang mga pamilya na pinamumunuan ng mga teenagers.
