Himamaylan SP recognized among Negros Occidental’s top-performing local legislatures

The Sangguniang Panlungsod of Himamaylan City has again been recognized among Negros Occidental’s top-performing local legislatures after being named First Runner-Up in the latest Local Legislative Awards (LLA).

Vice Mayor Justin Silos Gatuslao received the recognition and incentive on behalf of the city’s legislative body during a ceremony organized by the Provincial Government of Negros Occidental.

According to Gatuslao, the recognition is significant as the Local Legislative Awards are conferred only once every three-year term.

He noted that under his leadership, the Himamaylan Sangguniang Panlungsod has been recognized in both evaluation periods during his tenure, finishing as First Runner-Up behind San Carlos City.

The Local Legislative Awards recognize local legislative bodies for their performance in legislation, institutional effectiveness, stakeholder engagement, and contributions to local governance.

Gatuslao also cited several initiatives pursued by the city legislature during his term, including the passage of a Freedom of Information Ordinance and measures aimed at increasing civil society participation in legislative processes.

“More than the recognition, this award affirms that good governance is built on strong institutions, sound legislation, and consistent performance,” he said.

He added that the recognition reflects the collective efforts of the members of the Sangguniang Panlungsod, the legislative secretariat, partner stakeholders, and the people of Himamaylan.

As he approaches the final years of his term, Gatuslao said the award serves as an encouragement for the city to continue strengthening governance through institutional reforms and public participation.

“This award is not the destination. It is proof that Himamaylan is capable of more and that our best days are still ahead of us,” he said.*
