Justice Secretary Jesus Crispin “Boying” Remulla confirmed that former Philippine Charity Sweepstakes Office (PCSO) chief Royina Garma is in Malaysia to meet with representatives of the International Criminal Court (ICC).
According to Remulla, Garma’s presence is linked to her agreement to testify against former President Rodrigo Duterte. Her testimony reportedly concerns alleged extrajudicial killings connected to Duterte’s war on drugs.
The development comes shortly after Garma returned to the Philippines from the United States, where her asylum application was denied.
Garma previously revealed details of an alleged “reward system” said to be part of the Davao drug war template, a model that critics have linked to the nationwide anti-drug campaign during Duterte’s presidency.
In addition to her disclosures, Garma has also faced accusations over the death of former PCSO board secretary Wesley Barayuga in 2020. She has strongly denied any involvement in the incident.
Remulla’s confirmation sheds light on Garma’s movements abroad, particularly her meeting with the ICC, which continues to investigate Duterte’s anti-drug campaign. The court has been reviewing evidence and testimonies linked to alleged human rights violations committed under the controversial policy.
