The City Government of Kabankalan has taken a bold step in improving public access to government services by partnering with the Philippine Statistics Authority (PSA) to open the first-ever LGU-managed Civil Registry System (CRS) Outlet in the entire Negros Island Region.
City Mayor Benjie M. Miranda and PSA National Statistician and Civil Registrar General Usec Claire Dennis S. Mapa, signed a Memorandum of Agreement (MOA) on May 30, 2025, starting a major shift in how civil registry services reach communities outside the provincial capital.
Once operational, the Kabankalan CRS Outlet will allow individuals to request birth, marriage, and death certificates, as well as CENOMARs, directly in the city—eliminating the need to travel over 100 kilometers to Bacolod City.
With a population of more than a hundred thousand and serving as a hub for nearby towns and cities in Negros Occidental and Negros Oriental, Kabankalan has long needed a local outlet for civil registry documents.
In a statement, Mapa emphasized Kabankalan’s strategic location in southern Negros, making it an ideal site for extending CRS services beyond provincial centers.
The LGU-managed CRS Outlet is only the second of its kind in the Philippines, the PSA said.
Unlike traditional PSA outlets, this one will be run by the local government with oversight from the PSA—a model designed to bring services closer to underserved communities while maintaining national standards for security and data integrity.
Once launched, the Kabankalan CRS Outlet is expected to streamline document requests for thousands of residents and even non-residents, cutting long queues and costly travel while reinforcing the city’s growing role as a center city of NIR.*
