Former House Speaker Pantaleon Alvarez has revealed that former President Rodrigo Duterte will run for president again in 2028 if his daughter Vice President Sara Duterte is removed from office via impeachment.
Alvarez who is now the representative of Davao del Norte First District said former President Duterte is not covered by the constitutional ban because he is not a re-electionist.
Representative Alvarez explained that the prohibition in the Constitution clearly does not allow a sitting president to run for reelection and this does not apply to the former president.
The former Speaker compared the situation to senators who, once the term limit is reached, they can take a three-year break before running for senator again.
Under Article VII, Section 4 of the Constitution, a president is not eligible for reelection and is not qualified for the same position after serving for more than four years.
