Ex-DPWH secretary Bonoan returns to Philippines

The Bureau of Immigration confirmed the arrival of former Department of Public Works and Highways secretary Manuel Bonoan in the Philippines on Sunday morning, Jan. 18.

According to the Bureau of Immigration, Bonoan landed at Ninoy Aquino International Airport aboard China Airlines flight CI0701 from Taipei. Immigration officials said Bonoan arrived alone and was not accompanied by any other passenger during his return.

Authorities noted that Bonoan is currently under an Immigration Lookout Bulletin Order in connection with an ongoing investigation into alleged anomalous flood control projects and so-called “ghost” projects. The lookout order allows immigration authorities to monitor his movements as the probe continues.

Immigration officials did not provide further details on any restrictions imposed on Bonoan upon arrival, nor did they disclose whether additional actions would be taken following his return to the country. They reiterated that the confirmation was limited to his arrival and current status under the lookout order.

Bonoan previously left the Philippines last year to accompany his wife to the United States for a medical procedure, according to earlier records. No specific return date had been publicly announced prior to Sunday’s confirmation by immigration authorities.

The Department of Public Works and Highways has not issued a separate statement regarding Bonoan’s return or the status of the allegations linked to the reported flood control and infrastructure projects. Officials involved in the investigation have likewise not released new information following his arrival.
