Discaya’s finger heart gesture risks her witness protection deal

The Department of Justice (DOJ) has warned that a witness’s “finger heart” gesture and public statements could negatively impact her application for the government’s Witness Protection Program (WPP).

The warning concerns Sara Discaya, who is seeking WPP coverage along with her husband, Pacifico “Curlee” Discaya, and several former Department of Public Works and Highways (DPWH) engineers. They are part of a case buildup related to alleged anomalies in flood control projects.

DOJ spokesperson Mico Clavano indicated that Discaya’s actions, including the gesture made during the investigation, are seen as signs of a lack of sincerity and being overly comfortable. This perceived demeanor could compromise the seriousness of her application, according to officials.

Justice Secretary Jesus Crispin Remulla clarified that none of the individuals, including Discaya, have been formally recognized as state witnesses. He emphasized that no official declaration has been made regarding their lack of criminal liability, a necessary step before full WPP admission can be granted.
