The City Social Welfare and Development Office (CSWDO) is calling on the parents or relatives of a newborn baby girl found abandoned in the city to come forward.
The infant—temporarily named Hope Palmares—was discovered around 2:30 pm on March 23, 2026, at a café in Sitio Ulalod, Barangay Oringao.
According to the CSWDO, the baby was found inside an orange plastic bag placed on top of a table by a café employee. The child appeared to be newly born, clean, and wrapped in a black blouse, with the umbilical cord and placenta still attached.
Authorities are urging anyone who may know the identity or whereabouts of the baby’s parents or relatives to coordinate with CSWDO or the nearest social welfare office.
The newborn is currently under the care and protection of authorities while efforts continue to locate her family.*
