Malacañang on Monday said there is no sufficient basis for the impeachment grounds filed against President Ferdinand Marcos Jr., stressing that the allegations raised have already been addressed and explained by the Palace.
Palace Press Officer Claire Castro said the administration respects the filing of the impeachment complaint, noting that it is part of the democratic process under the Constitution. She maintained, however, that the grounds cited against the President lack factual and legal basis.
Castro said the President remains firm in his commitment to uphold the Constitution and respect due process as the complaint undergoes the procedures set by law. She added that governance will continue and that the delivery of public services will not be disrupted.
Earlier in the day, lawyer Andre de Jesus filed a 14-page impeachment complaint before the House of Representatives. The complaint was endorsed by Pusong Pinoy Representative Jett Nisay.
De Jesus cited six grounds, which he said constitute culpable violation of the Constitution, graft and corruption, and betrayal of public trust. These include allegations that the President ordered and enabled the kidnapping and surrender of former President Rodrigo Duterte to the International Criminal Court, is allegedly a drug addict impairing his judgment, and failed to veto unprogrammed appropriations and other unconstitutional provisions in the General Appropriations Acts for 2023, 2024, 2025, and 2026.
The complaint also alleged that the President benefited from kickbacks linked to budget insertions and ghost flood control projects, created the Independent Commission for Infrastructure to shield corrupt allies, and violated the Constitution and betrayed public trust by surrendering Duterte to the ICC.
Castro said Malacañang has yet to receive an official copy of the complaint, limiting its ability to respond to specific allegations. She reiterated, however, that the issues raised are not new and have long been answered by the Palace, emphasizing that the President’s actions were in accordance with the law and the Constitution.
