Three traffic enforcers assigned to the City Traffic Management System (CTMS) in Lapu-Lapu City, Cebu tested positive for illegal drug use during a surprise screening conducted by the City of Lapu-Lapu Office for Substance Abuse Prevention (CLOSAP).
The surprise drug test took place on Sunday, June 1, involving 197 CTMS personnel. Two enforcers tested positive. A separate screening on Monday for seven other personnel led to another positive result.
CLOSAP head Garry Lao confirmed that all three are not regular employees. Two are job order workers while the third holds a special job order position. He said the three may face termination.
CTMS officer-in-charge Mario Napule said he had long suspected the individuals of drug use based on prior reports. They were among the first on his list for testing.
City officials said the testing is part of a continuing effort to maintain integrity and accountability within local traffic enforcement.
