A second impeachment complaint has been filed against Vice President Sara Duterte at the House of Representatives, citing allegations of betrayal of public trust.
The complaint, submitted at 3:30 p.m. and formally received by House Secretary General Reginald Velasco, highlights serious accusations regarding Duterte’s alleged misuse of ₱612.5 million in confidential funds allocated to the Office of the Vice President (OVP) and the Department of Education (DepEd).
The complaint, spearheaded by the Makabayan Coalition with 75 complainants, focuses on three key points: alleged abuse of discretionary powers over the confidential funds from December 2022 to the third quarter of 2023, failure to uphold transparency and accountability by disregarding the audit process, and refusal to recognize congressional oversight, particularly in legislative inquiries.
Atty. Neri Colmenares clarified that the case was framed under a single ground—betrayal of public trust—to ensure a streamlined discussion in Congress and potential trial in the Senate. The complaint was endorsed by Representatives France Castro, Arlene Brosas, and Raoul Manuel.
