The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has raised tropical cyclone wind signal no. 3 over southern Batanes and northeastern Cagayan on Sunday, September 21, as super typhoon ‘Nando’ approaches northern Luzon.
In its 8pm bulletin, PAGASA warned residents in Batanes, as well as Santa Ana in Cagayan and the Babuyan Islands, to prepare for strong winds.
The center of the eye of the typhoon was tracked based on all available data at 410 kilometers east of Aparri, Cagayan, moving west-northwest at 15 kilometers per hour with maximum sustained winds of 195 kph and gusts of up to 240 kph.
PAGASA said the highest wind signal that may be hoisted during the typhoon’s passage is Signal No. 5.
